This course provides a
comprehensive examination of Strategic Human Resource Management (SHRM) within
the unique context of the public sector. It moves beyond traditional personnel
management to explore how strategic alignment of HR practices can drive organisational
effectiveness, service delivery, and sustainable development. Students will
critically analyse the theoretical foundations, environmental influences, and
functional components of SHRM, with a strong emphasis on applying these
concepts to contemporary challenges and reforms in the Zambian public sector
and comparable jurisdictions globally. The course integrates current debates on
digitalization, public service motivation, performance management, and ethical
governance.
